The Department of Information and Communications Technology (DICT) has recently unveiled a series of major initiatives poised to transform the educational landscape and technological infrastructure in Eastern Visayas. Through strategic interventions under the Universal Internet Subscription for Geographically Isolated and Disadvantaged Areas (UISGIDA) initiative, the DICT aims to foster digital inclusivity and empower stakeholders across the region.
Central to the UISGIDA initiative is the establishment of 183 free Wi-Fi sites strategically positioned to provide students, teachers, and other stakeholders with seamless access to online educational resources and research materials. This ambitious endeavour underscores the government’s commitment to leveraging technology to enhance teaching and learning experiences, particularly in underserved areas where internet access is limited.
In addition to the free Wi-Fi sites, the DICT has launched 129 Technology for Education, Employment, Entrepreneurs, and Economic Development (Tech4ED) centres. These centres serve as hubs for digital literacy and skills development, equipping individuals with the tools and knowledge needed to thrive in the digital age.
By providing access to computers, internet connectivity, and training programmes, the Tech4ED centres play a pivotal role in bridging the digital divide and empowering communities with the skills required to participate in the digital economy.
Moreover, the recent inauguration of the new DICT Regional Office and Biliran Provincial Office buildings signifies a significant milestone in the region’s technological advancement. These state-of-the-art facilities serve as hubs for innovation and collaboration, fostering synergies between government agencies, industry stakeholders, and educational institutions.
These offices, offering a conducive environment for knowledge exchange and partnership-building, stand ready to catalyse the region’s digital transformation journey.
The inauguration ceremony also marked the unveiling of seven newly procured vehicles, which will enhance the department’s capacity to reach remote and underserved areas. These vehicles will be instrumental in delivering essential services and support to communities across the region, furthering the government’s commitment to inclusive development.
Furthermore, the DICT’s investment in emergency telecommunication satellite facilities underscores its proactive approach to disaster risk reduction and management (DRRM). By deploying very small aperture terminal (VSAT) equipment, solar power setups, and satellite phones to disaster response and management offices, the DICT aims to strengthen communication networks and facilitate timely response efforts during emergencies.
Reflecting on these initiatives, Felix S. Tabanao Jr., DICT regional director, emphasised their significance in advancing the department’s mission and driving ICT development in the region. He underscored the transformative potential of connectivity in driving positive change and empowering individuals and communities to thrive in the digital era.

Through the establishment of digital transformation centres (DTCs) at regional and provincial offices, the department aims to enhance digital literacy and skills among community members.
These centres will serve as hubs for training, workshops, and educational programmes, equipping individuals with the knowledge and skills needed to harness the power of technology for personal and professional growth.
Moreover, the deployment of point-of-presence (POP) facilities further enhances the department’s connectivity and productivity. By strategically positioning POP facilities, the DICT aims to optimise network performance and improve service delivery, ultimately enhancing the overall user experience.
