Vietnam’s Vision for a Responsible AI Future

Vietnam is gearing up for a major showcase of artificial intelligence innovation with a flagship programme slated to take place on August 23 at the National Convention Centre in Hanoi. The annual event, which has been held since 2018, is organised in collaboration with various entities and is directed by the Ministry of Science and Technology.

Under the theme “Unlock the Power of Generative AI”, this year’s event is expected to attract a significant number of experts, technology leaders, and representatives from AI-developing businesses both within Vietnam and internationally.

It will feature a robust programme, including four-panel discussions focused on pivotal topics such as AI automation and the application of generative AI in small- and medium-sized enterprises, data centres, and AI in healthcare. These discussions will bring together international enterprises and domestic experts to delve into AI development trends, Vietnam’s readiness, opportunities, and the challenges facing the country as it integrates and applies AI technologies.

A key highlight of the event will be a presentation by a representative from the United Nations Educational, Scientific and Cultural Organisation (UNESCO), who will address international cooperation in ensuring AI safety. This underscores Vietnam’s commitment to not only advancing AI technology but also ensuring it is developed and used responsibly.

Additionally, an AI expo will be part of the event, showcasing outstanding AI products from businesses, institutes, and schools across Vietnam. This expo will provide visitors with a hands-on opportunity to engage with the latest AI innovations available in the market. On this occasion, the AI Awards 2024 will also be presented, recognising exceptional AI-based products and solutions. Forty-eight entries have been shortlisted for the awards, marking the second year of their presentation as part of the AI4VN event.

As AI technology becomes a cornerstone of digital transformation and economic development, Vietnamese enterprises and experts agree on the importance of fostering AI development that benefits society while safeguarding individual rights and mitigating potential risks.

The Ministry of Science and Technology has introduced Decision 1290/QD-BKHCN, outlining principles for the responsible development of AI systems. These guidelines emphasise a human-centred approach, striving for a balance between the benefits of AI and the associated risks.

The Ministry’s new guidelines advocate for ethical AI development, promoting responsible innovation to build trust and address issues like bias and privacy concerns. Experts suggest that while legal frameworks should be flexible and based on international standards, they must encourage dialogue among stakeholders and adapt to evolving practical conditions.

Vietnam’s strategy involves integrating international best practices with local socio-cultural considerations to ensure that AI development is both innovative and responsible. The recent 6th Vietnam Security Summit, focusing on AI’s role in cybersecurity, further reflects Vietnam’s commitment to leveraging AI for innovation and growth while maintaining robust ethical and legal safeguards.

Associate Professor Nguyen Thi Que Anh from the University of Law at Vietnam National University highlights the dual nature of AI, which offers substantial benefits but also presents significant ethical and legal challenges. These challenges include issues related to privacy, data handling, and bias, particularly in sectors such as education.

Dr Ton Quang Cuong from the University of Education stresses the urgent need for clear ethical guidelines as AI technologies, such as machine learning and natural language processing, become increasingly prevalent in Vietnam’s education sector.

By emphasising a balanced approach to AI, Vietnam aims to harness its transformative potential while protecting citizens’ rights and establishing itself as a proactive participant in global AI governance. This approach ensures that AI’s benefits are maximised while managing its risks effectively, positioning Vietnam as a leader in responsible AI development.
