In an effort to modernise governance and enhance civic engagement, the city of Hanoi officially launched the Digital Capital Citizen app, iHaNoi, on June 28, 2024. This platform is designed to strengthen communication between local residents, businesses, and government administrations across all levels.
Within just over a month of its launch, more than 545,000 residents have already accessed and used the app, highlighting the growing demand for more accessible and efficient interaction with city services.
The iHaNoi app has quickly become a central hub for civic engagement in the city. By August 15, over 130,000 civil servants and public employees had also installed the app, underscoring its adoption not only among the general public but also within government agencies. The platform facilitates seamless interaction by allowing users to send feedback, report issues, and suggest improvements directly to local authorities.
Since its rollout, the app has processed over 3,200 submissions from users. These range from feedback on the app itself to more substantial issues like transportation, environmental concerns, healthcare, and tourism. The app provides a direct line of communication between citizens and the government, empowering residents to participate actively in the city’s governance and development.
One of the standout features of iHaNoi is its use of AI-powered analysis to streamline the management of public feedback. When users submit opinions or concerns, the app automatically identifies the geographic location and categorises the issue. The feedback is then routed to the relevant district-level authorities for prompt resolution. The chairpersons of district People’s Committees are responsible for assigning these cases to the appropriate units and communes, ensuring that issues are handled efficiently and at the right level of governance.
This digitised approach represents a significant shift from traditional methods of handling public feedback, which were often slow and disconnected. By integrating AI and location-based data, iHaNoi offers a more systematic and responsive model for public service delivery. The app’s ability to manage a high volume of submissions and direct them appropriately is a key aspect of its success so far.
Looking ahead, the Hanoi People’s Committee is planning to expand the app’s capabilities by introducing additional features to better serve the city’s residents. Upcoming updates include tools for conducting public surveys, collecting voters’ opinions, searching for and booking parking spaces, accessing bus schedules, and even paying utility bills like electricity. These enhancements will further integrate the app into residents’ daily lives, making it a comprehensive platform for civic participation and service access.
Moreover, the city is set to issue formal regulations governing the management, operation, and use of iHaNoi. This regulatory framework will provide clear guidelines for both residents and government agencies, ensuring the app’s consistent and effective use across the city. In addition, related agencies and units are being encouraged to increase their interaction with the public through the app, further embedding digital engagement into the city’s governance processes.
The success of iHaNoi aligns with Hanoi’s broader digital transformation strategy, which seeks to leverage technology to improve public services, governance, and quality of life. By embracing digital tools, the city aims to build a more transparent, responsive, and inclusive government that meets the needs of its rapidly growing population.
