Vietnam’s Strategic Push in Semiconductors, AI and Cloud Computing

Prime Minister Pham Minh Chinh signed a significant dispatch aimed at advancing human resource development in key technology sectors: semiconductors, artificial intelligence (AI), and cloud computing. This initiative, detailed in Dispatch No. 83/CD-TTg, outlines strategic measures to create breakthroughs in these industries through targeted education and training.

The dispatch directs a broad spectrum of government bodies to focus on several critical tasks. Prime Minister Chinh’s instructions are directed at ministers, heads of ministry-level agencies, and chairpersons of People’s Committees in major cities and provinces. Their collective effort will centre on implementing measures to strengthen the workforce in these high-tech fields.

The Ministry of Education and Training (MoET) is at the forefront of this initiative. The MoET is tasked with directing both public and private tertiary education institutions to establish specialised units dedicated to semiconductor technology, AI, and cloud computing. These units will encompass new schools, faculties, and departments aimed at advancing training and research. Additionally, the MoET is responsible for revising and modernising training programmes, integrating cutting-edge technologies and AI into teaching methodologies, and fostering collaborations with businesses, universities, and research institutions both within and outside the country.

A critical component of the MoET’s mandate includes the development and submission of a comprehensive project designed to nurture high-quality human resources for the high-tech sector. This project will specifically address semiconductor microchip manufacturing, AI, and cloud computing, ensuring that educational and research facilities are equipped to meet industry demands.

The Ministry of Planning and Investment has been asked to prepare a strategic project for developing human resources within the semiconductor industry up to 2030, with a vision extending to 2050. This plan will also cover AI and cloud computing, focusing on establishing and expanding innovation ecosystems and centres for incubation and research in these fields.

The Ministry of Science and Technology will play a key role in advancing scientific research related to semiconductor microchips, AI, and cloud computing. This includes prioritising training programmes for talent, experts, and scientists in universities. The ministry will also coordinate with other relevant sectors to create mechanisms and policies that attract international talent to work and teach in Vietnam’s high-tech fields.

In addition, the Ministry of Information and Communications is tasked with developing a strategy for Vietnam’s semiconductor industry through 2030, with a long-term outlook to 2050. This strategy will prioritise the creation of big data computing centers to support higher education institutions in training skilled professionals in semiconductor technology, AI, and cloud computing.

Government officials, including ministers and heads of agencies managing higher education, are required to support and guide institutions in developing high-quality training programmes in these critical fields. Local government leaders are also encouraged to attract investments to build and enhance ecosystems for semiconductors, AI, and cloud computing, and to strengthen cooperation among the state, educational institutions, and the business sector.

Deputy Prime Minister Le Thanh Long has been appointed to oversee the implementation of these directives, ensuring that the outlined strategies are effectively carried out. This comprehensive approach is designed to elevate Vietnam’s position in these pivotal technology sectors, foster innovation, and build a robust workforce capable of driving future advancements.
