Vietnam’s Leap Towards Tech-Driven Auditing

The northern province of Ninh Binh hosted the 8th meeting of the INTOSAI Working Group on Big Data (INTOSAI WGBD). National Assembly Vice Chairman Nguyen Duc Hai delivered a compelling address, highlighting Vietnam’s strong commitment to advancing auditing practices through technological innovation.

Hai began by outlining Vietnam’s State Audit Development Strategy, which has been set forth by the National Assembly Standing Committee with a vision extending to 2030. This strategic plan focuses on significantly enhancing the quality, efficiency, and effectiveness of auditing activities. Central to this strategy is the rapid adoption and integration of new technologies, especially big data and artificial intelligence (AI).

Hai stressed that these technologies are crucial for ensuring greater transparency, openness, and accuracy in auditing processes. Furthermore, the strategy emphasises the need to elevate the professional and technical capabilities of auditors to meet the demands of an evolving digital landscape.

In his speech, Hai commended the State Audit Office of Vietnam (SAV) for its initiative in hosting the meeting. He viewed it as a strategic and bold decision that reflects Vietnam’s proactive stance in the realm of auditing. Hai expressed confidence that the active participation of Supreme Audit Institutions (SAIs) from around the world would bring forth valuable practices and lessons. He noted that these insights would not only enhance the operational capabilities of the participating SAIs but also contribute positively to the development of their respective countries and the global auditing community.

SAV Auditor General Ngo Van Tuan took the opportunity to present the agency’s groundbreaking advancements. He highlighted the development of a sophisticated database architecture tailored for the auditing sector, the implementation of an integrated IT infrastructure, and the establishment of a state-of-the-art data centre.

These advancements are part of Vietnam’s broader digital transformation efforts and represent a significant leap forward in the field of auditing. Tuan emphasised that these initiatives, driven by AI and innovative methodologies, mark the dawn of a new era in auditing practices.

The meeting was notable for its record number of speakers, reflecting the increasing importance and influence of big data in the field of auditing. The extensive participation underscored the global recognition of big data’s role in transforming auditing practices. It also served as a vital platform for fostering collaborative relationships between the SAV and other INTOSAI WGBD members. Additionally, it strengthened Vietnam’s ties with numerous countries, showcasing the nation’s commitment to global cooperation in advancing auditing technologies.

The discussions at the meeting not only highlighted Vietnam’s advancements but also provided a forum for sharing knowledge and experiences. By focusing on the integration of advanced technologies, the meeting underscored the collective efforts of the global auditing community to adapt to and benefit from digital innovations.

Vietnam is committed to digital transformation to boost transparency, build trust, and safeguard data privacy. Party General Secretary and President Nguyễn Phú Trọng highlighted that integrating digital technologies is essential for enhancing public administration and achieving a modern, high-income economy by 2045.

Prime Minister Pham Minh Chinh’s strategy aims to eliminate paperwork and cash transactions, digitise administrative procedures by 2025, and process 80% of transactions online. This plan underscores Vietnam’s focus on robust digital infrastructure, cybersecurity, and skills development to ensure a secure and efficient digital environment.

The 8th INTOSAI WGBD meeting in Ninh Binh was a significant event for Vietnam, marking a milestone in the country’s efforts to revolutionise auditing practices through technology. The emphasis on big data and AI reflects a forward-thinking approach that aims to enhance auditing efficiency and effectiveness on a global scale.
