The Victorian government is set to revolutionise the way Victorians carry their driver’s licenses by introducing digital licenses accessible through mobile phones. The initiative, spearheaded by the Minister for Roads and Road Safety and the Minister for Government Services, marks a significant step towards embracing digitalisation in the realm of identification and government services.
Beginning next month, millions of Victorians will have the option to transition to digital driver’s licenses, with a phased rollout planned across the state. This move comes after a successful trial in Ballarat last year, where over 15,000 Victorians experienced the convenience of digital licenses through the myVicRoads and Service Victoria apps.
The implementation of digital licenses is not merely a technological upgrade but a carefully designed system that prioritises privacy and security. Rigorous testing has been conducted to ensure that the digital licenses feature advanced security measures such as dynamic holograms and timed QR codes. These features enable businesses and authorities to verify the authenticity of the license and prevent fraudulent use effectively.
Furthermore, the digital licenses offer real-time updates, allowing for seamless modifications in case of changes to license conditions or personal information. This dynamic feature ensures that the information presented on the digital license remains accurate and up-to-date at all times.
The rollout of digital licenses is not limited to individual convenience but extends to various sectors and organisations that rely on photo identification. Throughout April, extensive consultations will be conducted with bars, restaurants, retailers, Victoria Police, and Australia Post to ensure their readiness for accepting digital licenses.
Businesses, such as one car rental company in Victoria, are also gearing up to embrace this technological advancement. The APAC Vice President of this car rental company expressed enthusiasm for the transition, emphasising the benefits of offering a streamlined and accessible option for both drivers and the broader business community.
The adoption of digital licenses aligns with the evolving needs and expectations of Victorians in an increasingly digital age. The Minister for Roads and Road Safety highlighted the multifaceted benefits of digital licenses, stressing how they will simplify everyday tasks such as driving, renting a car, collecting parcels, or visiting licensed venues.
Meanwhile, the Minister for Government Services echoed this sentiment, acknowledging the demand from Victorians for a digital driver’s license and emphasising the convenience of accessing various government-issued cards on mobile devices.
While the rollout initially targets fully licensed drivers, motorcyclists, and heavy vehicle operators, plans are underway to extend the availability of digital licenses to learners and probationary license holders by 2025. This phased approach ensures a smooth transition while catering to the diverse needs of the population.
Victorians who have downloaded either the VicRoads or Service Victoria app will automatically receive their digital license once it has been processed in May. They will be promptly notified through push notifications or email, ensuring a seamless transition to the digital format.

The introduction of digital driver’s licenses represents a significant leap forward in the digital transformation of government services in Victoria. With its emphasis on security, convenience, and accessibility, this initiative heralds a new era in identification systems, promising to enhance the daily lives of millions of Victorians.
