Open DAGIR Transforms DoD’s Data and AI Capabilities in the U.S.

Today, the Chief Digital and Artificial Intelligence Office (CDAO) unveiled an approach to advancing data, analytics, and artificial intelligence (AI) capabilities known as Open DAGIR. Open DAGIR stands for Open Data and Applications, which is a government-owned interoperable repository.

Open DAGIR represents a multi-vendor ecosystem that integrates data platforms, development tools, services, and applications, preserving government data ownership and industry intellectual property. This initiative marks a significant step forward in the Department of Defence’s (DoD) digital transformation journey, aiming to harness the power of cutting-edge technologies to enhance national security and operational efficiency.

The CDAO is responsible for accelerating the DoD’s adoption of data, analytics, and AI. This will enable the Department’s digital infrastructure and policy adoption to deliver scalable AI-driven solutions for enterprise and joint use cases, safeguarding the nation against current and emerging threats.

“Open DAGIR capitalises on the momentum created by the Deputy Secretary of Defence’s 2021 Creating Data Advantage memo, which established five data decrees for how the Department would retain data ownership while maximising data sharing,” stated Dr Radha Plumb. “This initiative brings the best industry has to offer to the Department, ensuring enduring access to government-owned, contractor-operated technology stacks and infrastructure, retaining data rights, and allowing other companies to develop applications using government data.”

Open DAGIR’s multi-vendor ecosystem is designed to foster collaboration between industry and government, enabling a seamless integration of data platforms, development tools, and services. This collaborative approach not only enhances the DoD’s technological capabilities but also promotes innovation across the defence sector. By preserving government data ownership and industry intellectual property, Open DAGIR ensures that both public and private entities can benefit from shared data resources without compromising their proprietary interests.

The Department of Defence will initially leverage the Open DAGIR ecosystem to support data infrastructure and applications for the Combined Joint All Domain Command and Control (CJADC2). This strategic implementation will enhance the DoD’s ability to coordinate and execute joint operations across multiple domains, providing a more agile and responsive command and control infrastructure.

CDAO plans to explore similar approaches in the future to enable enduring access to infrastructure for enterprise analytics and federated tactical data.

To identify solutions to priority warfighter needs, the CDAO will leverage its Global Information Dominance Experiment (GIDE) series to assess and select new solutions for the Open DAGIR ecosystem. This initiative will kick off with an industry day in mid-July, bringing together top talent and leading innovators to address the DoD’s most pressing challenges.

“Open DAGIR ensures the Department can leverage innovative solutions from world-class software developers in both traditional and nontraditional industrial bases to create capabilities for our warfighters and decision-makers,” Dr Plumb explained. “Combined with our experimentation-based approach to capability development, we aim to give industry front-row access to both our data and our users to develop relevant and timely software for decision advantage.”

The CDAO awarded the prototype OTA through its award-winning Tradewinds Solutions Marketplace—a digital environment designed by the DoD to facilitate the rapid acquisition and procurement of AI/ML, digital, and data analytics technology solutions—readily awardable pitch videos addressing the DoD most significant challenges in the AI/ML, data, and analytics space.

This marketplace serves as a vital resource for government customers, providing access to a curated selection of innovative solutions that have been rigorously assessed through complex scoring rubrics and competitive procedures. All awardable solutions have been evaluated through complex scoring rubrics and competitive procedures and are available to government customers.

By leveraging the Tradewinds Solutions Marketplace, the DoD can streamline the acquisition process, ensuring that the most promising technologies are rapidly deployed to meet the needs of the warfighter. This approach not only enhances the DoD’s technological capabilities but also fosters a culture of innovation and continuous improvement.
