The advent of Large Language Models (LLMs) has sparked considerable interest and debate about their potential applications and associated risks in the public sector. Recognising both the opportunities and challenges, the National AI Office at the Smart Nation and Digital Government Office, Prime Minister’s Office, has embarked on a journey to integrate these advanced tools into public service, ensuring they are utilised responsibly and effectively.
Weng Wanyi, Director of the National AI Office, recognises the complexities involved in deploying Large Language Models like ChatGPT within public services. While there are potential pitfalls, Wanyi emphasises the proactive measures the government has implemented to harness the benefits of AI while managing its risks.
To begin with, the government has introduced LLM-embedded tools to public officers, aimed at enhancing productivity and exploring various applications relevant to their work. Strict guidelines have been established for cyber and data security, ensuring that each officer remains accountable for their tasks. Additionally, there is an emphasis on cautious application, particularly in public-facing services, to maintain trust and integrity.
Despite the nascent stage of ChatGPT – only about seven months since its launch – the technology is evolving at a breakneck pace. The government is committed to staying ahead of these changes, balancing risk management with the exploitation of this innovative tool to better serve Singaporeans.
One of the flagship initiatives is Pair Chat, a secure version of ChatGPT tailored for government use. Powered by the same LLMs as ChatGPT, Pair Chat adds value by ensuring compatibility with the specific needs and contexts of the Singapore Government. It offers several features designed to enhance productivity and collaboration among public officers.
Custom Assistants in Pair Chat allow users to customise responses and streamline workflows for individual or team use. These assistants can be shared across agencies to prevent duplication of effort, fostering a more efficient working environment. Additionally, Conversation Starters have been introduced to maximise the functionality of Pair Chat by providing default prompts, making it easier for officers to initiate and navigate complex discussions.
Pair Intern, another innovative tool, serves as an email-based assistant that overcomes endpoint connectivity issues, ensuring accessibility across all government devices. This assistant leverages large language model technology to aid public officers in various tasks, from writing and research to operational duties.
A significant challenge in using LLMs for government work is maintaining data security. Sensitive government information must be protected at all times, and the government has taken stringent measures to address this concern. Pair Chat does not log any data on external platforms, providing officers with the confidence that their information remains secure.
Additionally, there is a need for contextual accuracy to ensure that the assistance provided by Pair is relevant and accurate within the government framework. This contextualisation is crucial for the effective application of AI tools in public service.
Since the trial launch of Pair, the impact has been noteworthy. In the first two months alone, over 11,000 users across more than 100 government agencies have adopted the tool, with more than 4,500 weekly active users. This rapid adoption underscores the value and utility of integrating AI-powered assistants into the daily operations of public officers.
The integration of AI and LLMs like ChatGPT into public service marks a significant step forward in Singapore’s digital transformation journey. By embracing these technologies, the government aims to drive innovation, foster efficiency, and improve the quality of public service.
While the risks are being diligently managed, the benefits of leveraging AI to support public officers are immense. The ongoing commitment to responsible AI usage ensures that Singapore remains at the forefront of technological advancement, paving the way for a prosperous and resilient future.
