Vietnam: Intelligent Transport System Plans for Hanoi

The Hanoi Department of Transport has put forth a proposal to the city’s municipal authorities, seeking approval to implement an Intelligent Transport System (ITS). This initiative aims to modernise the city’s transportation infrastructure by leveraging advanced information technology services.

The proposed first phase of the project, scheduled to run from 2025 to 2027, is estimated to cost over 392 billion VND (approximately US$ 15.9 million), which will be sourced from the city’s budget.

The ITS is designed to introduce technical and technological solutions that will enhance the organisation, management, and operation of Hanoi’s transport network. By focusing on traffic safety, reducing congestion, minimising travel time and costs, and promoting environmental sustainability, the system seeks to revolutionise the way transportation is managed in the city.

The long-term goal is to turn Hanoi into a smart, connected, and modern city by 2030, aligning with the broader regional and global smart urban network.

The Hanoi Department of Transport has submitted its proposal to the city’s People’s Committee, seeking in-principle approval for the project. The primary goal of this ITS is to establish a centralised traffic management centre to streamline and oversee various transportation functions. In the initial phase, nine key functions will be deployed, forming the foundation of this modern traffic management framework.

As part of this effort, substantial upgrades will be made to the infrastructure of the proposed traffic management centre. This includes renovating the current headquarters, installing modern server systems, and implementing advanced screen systems to monitor traffic in real-time.

Additionally, a shared core software system, as well as software to support the centre’s nine main functions, will be developed and integrated to enhance operational efficiency.

One of the significant components of the project involves installing peripheral equipment, such as cameras, electronic traffic signs, and adaptive traffic signal control cabinets at 55 intersections. These intersections are located on major traffic arteries, including Ring Roads 1, 2, and 3, as well as key radial routes.

This equipment will help improve the flow of traffic, monitor traffic conditions, and provide real-time information to both authorities and the public. Furthermore, the adaptive traffic signal control cabinets will help optimise traffic signals based on current traffic conditions, which is expected to reduce congestion and improve overall traffic flow.

Beyond traffic management, the ITS will also play a crucial role in monitoring and managing various aspects of the transport system. It will help track traffic violations, control public transport operations, and oversee parking systems. The system will also be instrumental in managing incidents on the road, ensuring that emergency responses are swift and effective. Additionally, the ITS will facilitate the electronic payment of public transport tickets, providing a seamless experience for users and promoting the use of public transport.

This project represents a significant step in Hanoi’s journey toward becoming a smart city. By implementing advanced transport technologies, the city will be able to improve traffic efficiency and safety while reducing its environmental footprint.

The intelligent transport system is also expected to provide a crucial tool for state management agencies in the oversight and operation of the transportation network, ensuring that Hanoi remains on track to achieve its goal of becoming a smart and modern urban hub by 2030.
